Multiple Interagency Cooperation--is there such a thing?

Not all the agencies who had participated in the SSS "contest" has conceded. I know they are still continuing certain of their experiments with their candidates. Due to the utmost secrecy and precautions taken for the training programs, some of them aren't aware of which candidate belonged to which agency during the initial stages. That's why it's easy for me to see who aren't the happy dude-losers. They are asking a lot of questions, making too much effort to find out Hell's identity, and what exactly is the next big test. I'm going to keep an eye on them.
